He looks a lot like Harrison Ford...this must be a deleted scene from the infamous Star Wars Holiday Special. Archbishop Han Solo, vested in a traditional tribal print chasuble, prepares to ordain a group of Wookiees to the priesthood in a groundbreaking first for the Jedi Church.
If the idenfication above is correct, not an Episcopalian but the Roman Catholic Archbishop of San Antonio, TX. At least he's not wearing off-whie, unlined polyester with tapestry orphreys. PTL. Miter looks cheap cagalogue and worn at wrong angle.
I do wish people would leave West African tie-dyed and embroidered chasubles in West Africa, where they look appropriate. This just looks silly on a white dude.
@ Elephantschild: I'm not sure a bishop with the name like Gustavo Garcia Siller (see the identification up the comment thread) could be described as a "white" dude.
I don't know why people automatically assume that bad vestments are worn by Episcopalians/Anglicans...it was Roman Catholics who started all this nonsense in the late 60s and 70s...it simply took over with everyone unfortunately.
Fr. John: blame the claim Catholics(Call to Action, Catholic Women's Ordination Conference, or whatever.) Those people do not have a sense of proper vestments. There are some Roman Catholic priests who do have very nice vestments(not including the ones who have no sense of liturgical logic). Sadly, those are few. (The Fraternity of St. Peter-www.fssp.org has an easy way of avoiding such a mess)
I am not Roman Catholic because of Novus ORdo and Vatican II. If I was Roman Catholic, I would be FSSP! The modernists almost destroyed my faith in God. They have succeeded in destroying many peoples' faith.
But why do Anglican priests have to wear vestments? They are all masterpieces of bad taste. They're not elegant. They don't make the best of anybody's good points. Couldn't they at least have a dress-down Friday? Archbishops used to wear bishop sleeves - and wigs. Off-duty they wore top hats, gaiters, and purple aprons. Change is possible!

This is Bishop Gustavo Garcia Siller. I know that he usually has better taste. My guess: This is what the parish wanted him to wear.
Please... Less is more.

I didn't know Timothy Leary was an Episcopalian.

If I squint my eyes and stare at it, will 3-D pictures pop out?

Er, Bishop, the 70s are over..

But "silly" knows no ethnicity.

Now I know where all my old t shirts went. : )
too bad the bishop had to crawl through a tunnel of algae to make it to the visitation.

The Anglicans are designing outfits for The Pillars of Earth TV series.

It's "Mold, Mildew and Fungus'" ugly stepsister.

Well...at least the stole is under the chasuble.
The New Bishop of San Antonio...Hope we're not in for happy clappy mentality and Bishop Garcia-Siller is open to all ethnic groups.
